The Sagkeeng Nation Development Corporation invites applications from qualified consultants/facilitators to support the development of a five-year strategic plan for 2025 – 2030.

Sagkeeng Nation Development Corporation is the newly structured business arm of the Sagkeeng First Nation. The Development Corporation is governed by an initial board consisting of 3 members.

Objectives of Sagkeeng Nation Development:

  • To foster economic growth
  • To engage in commercial operations
  • To develop partnerships and joint venture agreements
  • To support local entreprenuers

Sagkeeng First Nation is located 102 km north of Winnipeg, Manitoba. The community straddles the Winnipeg River where it empties into Lake Winnipeg. The First Nation is a signatory to Treaty 1. The ancestral lands and traditional territory encompass lands in Treaties 3 and 5. Resources development including, mining, mineral exploration, forestry and other development projects in the traditional territory offer opportunities for participation in the regional economy.

Project Objectives

The purpose of this project is to:

  • Establish a clear vision, mission and set of values that reflect the purpose of the Sagkeeng Nation Development Corporation
  • Identify strategic priorities and objectives
  • Develop actionable steps and measurable goals to ensure successful implementation
  • Engage key stakeholders in a participatory and inclusive process

Scope of Work

The development of a 5-year strategic plan will be conducted under the oversight of the Board of Directors of the Sagkeeng Nation Development Corporation, which will have final approval of the completed plan. An Advisory Group that includes the Senior Economic Advisor and the Director of Operations for the Sagkeeng First Nation will be established and directly accountable for development of the plan.

The consultant will be expected to:

  • Conduct an environmental scan of economic activities in the Sagkeeng traditional territory
  • Develop an engagement plan that provides for community input
  • Manage and facilitate engagement sessions
  • Establish strategic priorities based on input gathered through engagement sessions and the environmental scan
  • Draft and finalize strategic plan

Project deliverables include:

  • Finalized project workplan and timeline
  • Regular reports summarizing key findings from engagement
  • Draft strategic plan for review by Board of Directors
  • Final strategic plan, incorporating feedback

Requirements

The ideal consultant should have:

  • Proven experience in strategic planning
  • Strong facilitation and engagement skills
  • Knowledge of Indigenous culture, values and history
  • Experience working with Indigenous communities and organizations
  • Understanding about economic reconciliation
  • Excellent written and verbal communication skills

Interested consultants are invited to submit a proposal including:

  • A cover letter summarizing their experience and suitability for the project
  • A detailed approach and methodology for the strategic planning process
  • A proposed work plan and timeline
  • A detailed budget, including fees and anticipated expenses
  • Examples of previous work and at least two references from similar projects

Proposals will be evaluated based on:

  • Relevant experience and qualification
  • Quality and clarity of proposed methodology
  • Alignment with project objectives and requirements
  • Cost-effectiveness
  • References and past performance

Terms and Conditions

Sagkeeng Nation Development Corporation reserves the right to amend this RFP as well as the right to accept or reject any or all proposals.

Preference may be given to Indigenous consulting companies.

All costs incurred by the consultant in developing a proposal are the responsibility of the respondents.

All documents and deliverables developed during this process will become the property of the Development Corporation.

The consultant agrees to maintain confidentiality regarding all information shared during the project.
