DIRECTOR OF PUBLIC WORKS
Full-Time (Permanent Position)

DESCRIPTION: Reporting to the Chief Executive Officer (CEO), the Public Works Director is responsible for directing Public Works services for the Sagkeeng Anicinabe Nation.

This position oversees the planning, construction, operation, and maintenance of community infrastructure while ensuring effective management of staff, programs, and budgets.

RESPONSIBILITIES

  • Oversee the planning, construction, operation, and maintenance of community infrastructure, including roads, bridges, and waste management systems, ensuring adherence to safety and budget standards.
  • Develop long-term infrastructure planning strategies and prioritize maintenance projects in collaboration with engineers and contractors.
  • Develop and manage departmental budgets, ensuring financial accountability and adherence to guidelines, while coordinating funding submissions for capital projects.
  • Provide leadership and training to a diverse team, conduct performance evaluations, and promote a positive work environment aligned with community values.
  • Ensure compliance with health, safety, and environmental regulations, maintain accurate records, and prepare regular performance reports for leadership.
  • Serve as the primary contact for infrastructure issues, address community concerns, and keep leadership informed of ongoing projects and needs.
  • Develop and review departmental policies, establish safety protocols, and engage the community in policy development to ensure cultural relevance.
  • Manage the Occupational Health and Safety program, conduct risk assessments, and maintain an emergency response plan to ensure community safety.

QUALIFICATIONS:

  • Post-secondary diploma or degree in Civil Engineering, Public Works Management, or a related field.
  • Minimum of 5 years of experience in infrastructure management, with at least 3 years in a supervisory role.
  • Proven culturally respectful leadership and consensus-building skills.
  • High integrity, sound judgment, and ability to maintain confidentiality.
  • Detail-oriented with strong multitasking and deadline management abilities.
  • Excellent problem-solving skills, particularly in managing budgets and funding constraints.
  • Knowledge of Indigenous community infrastructure challenges and relevant regulations.
  • Proficient in Microsoft Office and infrastructure management software.
  • First Aid/CPR and WHMIS certification; familiarity with COR or similar safety programs is an asset.
  • Valid Class 5 driver’s license and ability to travel.
  • Satisfactory Criminal Record Check, Vulnerable Sector Search, and Child Abuse Registry Check.
